Growing concern over stray and aggressive dogs in Harare’s neighborhoods was a key point of discussion at today’s Harare City Full Council Meeting.
In response, the council has initiated efforts to regulate dog ownership and promote responsible pet ownership.
This regulatory framework is based on the Harare City Council Dogs Act, also known as the Dog Licensing and Control By-Laws. While this legislation exists, the council has instructed for its review and stricter enforcement due to increasing concerns.
The Harare City Council Dogs Act, or Dog Licensing and Control By-Laws, outlines the rules and responsibilities for dog owners in Harare. The council’s Acting Director for Urban Planning, Mr. Samuel Nyabezi, will lead the review and update of this Act to address current issues. The revised bylaw will focus on ensuring responsible dog ownership and mitigating risks associated with aggressive breeds.
Mayor Councillor Jacob Mafume emphasized the need for stricter regulations, particularly for Boerboel dogs. “These dogs are potentially dangerous and require strict controls to prevent them from becoming a menace to our communities,” he stated.

The council’s move to regulate dog ownership follows increasing complaints from residents about dog attacks and harassment. The updated Harare City Council Dogs Act aims to promote responsible dog ownership, improve public safety, and enhance the quality of life for Harare residents.
Regarding the number of dogs allowed per household, the Harare City Council Dogs Act currently stipulates that households on plots smaller than 2,000 square meters can keep only one dog, while residents in high-density areas are limited to two dogs.
Key expected aspects of the revised Harare City Council Dogs Act include stricter licensing requirements, mandatory registration and microchipping, regulations on aggressive breeds like Boerboels, and increased penalties for irresponsible ownership and attacks.
By engaging with the community and updating the Harare City Council Dogs Act, Harare City Council aims to create a safer and more livable environment for its residents.
